新国标明确规定电动自行车最高设计车速不得超过25km/h，并创新性地要求超过25km/h时电动机自动停止动力输出，可有效遏制超速行驶带来的安全隐患。新国标还大幅提升了电气回路、电气部件、电池仓等关键部件的阻燃性能要求，塑料件总质量占比不得超过整车质量的5.5%，使用铅酸蓄电池的整车质量上限提升至63千克，旨在提升车辆的整体安全性和续航能力。为杜绝非法改装行为，新国标明确禁止预留改装接口，并新增多项防篡改设计要求，确保电动自行车从生产到使用的每一个环节都符合安全规范。考虑电动自行车企业开展产品设计生产并完成检测和认证需要一定的时间周期，故新标准设置了8个月的生产过渡期：在2025年8月31日（含）之前，企业既可以按照旧标准生产，也可以按照新标准生产；2025年9月1日以后，所有新生产的电动自行车都必须符合新标准要求。 7月22日、23日，记者走访马鞍山市场发现，目前市场上还没有新国标电动自行车销售。在花园路以及慈湖河路多家品牌电动车专卖店，记者看到，在售的电动车都不是新国标车。专卖店负责人均告诉记者，新国标车目前还没有生产出来，要等到9月1日之后，才能看到实物。其中一家专卖店负责人介绍，他们已经拿到了新国标车车型图片，和在售电瓶车相比，新国标车外观变化很大。新国标车即将上市，没有卖完的老国标车怎么处理？多家专卖店负责人都表示，目前是电动自行车销售旺季，新款车上市前，在售电瓶车一般都能卖完。同时，记者也了解到，为便于符合旧标准的电动自行车充分消化，避免社会资源浪费，新标准额外给予2025年8月31日及之前按照旧标准生产的车辆3个月的销售过渡期，允许销售至2025年11月30日；2025年12月1日之后，所有销售的电动自行车产品均必须符合新标准规定。 17761—2024），消费者已经购买的不符合新标准的车辆不会被强制淘汰，可由各地政府根据当地实际情况，借助以旧换新等政策加速更新换代。中国电子技术标准化研究院安全技术研究中心副主任何鹏林在接受媒体采访时也表示，新标准主要针对的是企业的生产、销售、经营行为，对于普通消费者已经购买的电动自行车，不受新标准的约束，不会被强制淘汰，可根据消费者自己的意愿来进行正常更换。 <section
